Colonel Kevin Bass' most recent assignment was Assistant Deputy of Health Affairs, Assistant Secretary of the Army- Manpower and Reserve Affairs.

He is a native of Ball, Louisiana and entered the Army as a Medical Service Corps Officer in 1994. He graduated from North Georgia College where he earned a Bachelor's of Science degree in Clinical Psychology. He received his Master's of Public Health degree from the University of South Florida and a Master's of Science in Management from Troy State University.

Colonel Bass has served in various leadership and staff positions including Commander, U.S. Army Medical Activity at Fort Knox, KY; Deputy Commander, 44th Medical Brigade, Fort Bragg, NC; Commander, Public Health District-Central Pacific, Schofield Barracks, HI; Chief of Operations, Western Region Medical Command, Fort Lewis, WA; Deputy Command Surgeon, U.S. Army Materiel Command, Redstone Arsenal, AL; Medical Plans Officer, Third Army/U.S. Army Central Command, Fort McPherson, GA; Operations Officer, 21st Combat Support Hospital, Fort Hood, TX; Medical Plans Officer, Special Operations Command-Korea (Airborne), Camp Kim, South Korea; Commander, Charlie Company, 307th Forward Support Battalion (Airborne), Fort Bragg, NC; Operations Officer; 307th Forward Support Battalion (Airborne) Fort Bragg, NC and Executive Officer , 250th Forward Surgical Team (Airborne), Fort Lewis, WA and Medical Platoon Leader, 1-33rd Armor Battalion, Fort Lewis, WA.

Colonel Bass completed his U.S. Army War College Fellowship at the Department of Health and Human Services in Washington DC. He is also a graduate of the U.S. Army Command and General Staff College, the Combined Arms Services and Staff School. Colonel Bass’ military awards and decorations include the Legion of Merit, Bronze Star Medal, Meritorious Service Medal (5 Oak Leaf Clusters), Army Commendation Medal (1 Oak Leaf Cluster), Joint Service Achievement Medal, Army Achievement Medal (3 Oak Leaf Clusters), Global War on Terrorism Service Medal, Humanitarian Service Medal, Iraqi Campaign Medal, Expert Field Medical Badge, Master Parachutist Badge, Air Assault Badge, Pathfinder Badge, Venezuelan Parachutist Badge and the Korean Master Parachutist Badge. He is also a member of the Order of Military Medical Merit (O2M3).
